The potential of forgoing a portion of its allocation willingly by Tucson is a very unusual event considering the value of water rights and indicative on the ongoing drought in the West and the shortage on the Colorado River. Learn more about the Colorado River Compact and how water is allocated between the Upper and Lower Basin states, as well as the Drought Contingency Plan that is currently in place to try and preserve water supplies in the basin.
